I have commented on cross-eyed free viewing, but the original
question was on viewing web sites, which sometimes give you
a choice of viewing methods, but often show only parallel
stereo images, which can be so large that viewing is hard for
everyone (this of course depends on image size on your screen,
which depends on screen size and resolution).

A solution is to save the images to disk, and view them
off-line with a suitable graphic viewing program which can
switch images from parallel to cross-eyed presentation, which
in fact is to un-transpose!.
It is not necessary to use complicated image manipulation
programs. I use the Freeware viewer IrfanView (it is
for Windows 95, 98 or NT). Of this program (as with other ones)
you can use "multiple instances" (Options / Properties /
Other options / un-check "only 1 instance ...").

Now a stereo image can be loaded in two copies of the program,
or the left and right hand images (if separately available) in
two copies, and then the images can be moved around the screen
to the place you want them, and they can be made smaller or larger.

This can also is useful for the occasional over/under presentation
on the web. Most people don't have a viewing system for this.
I do have them somewhere, but mostly don't bother to look for
them when I can change the over/under images to parallel or
cross-eyed in a few seconds with IrfanView.
There are several similar programs around, but this one works
for me. (IrfanView - Freeware Graphic Viewer,
