P3D Flash Problem

I have an SLR...Canon AE1 Program with a Canon Speedlite flash 188A. The
flash has 3 settings....manual, f5.6 ( which shows a scale from 1.6 to
15 feet) and f2.8 ( showing a scale from 3.3 to 30 feet ) using 100 ISO
film. I thought this was a dedicated flash. With the camera set on
program or flash sync 1/60 sec., all the images are overexposed. The
flash seems to be firing full power on all shots. All 3 flash contacts
seem to be making a solid connection to the camera. I have tried these
combinations of camera and flash settings:
1) camera and lens in program
2) camera on 1/60 flash sync..lens in program
3) camera on 1/60....lens on f5.6 ( matching flash setting)
4) camera in program...lens and flash at f5.6
All settings overexpose...ISO camera and flash settings are correct.
What's wrong ????
