P3D Exposure problem with a 2 lens Nimslo

I recently purchased a Nimslo that has been converted to
2 lens / full frame.
For shots taken with flash the exposure is correct, for shots
taken without the flash the exposure seems to be about
2 stops under exposed.
I believe fitting a hotshoe flash basically switches off the
internal light detector and goes for an f5.6 aperture setting.
I see 2 possibilites - either weak batteries or a dodgy
light meter.
Has anyone got any comments or ideas ?
