Simple. You just select a slow enough shutter speed (like 1/25th sec.) so
that the shutter remains wide open after the 20 millisecond delay time has
passed. (The faster bulbs with the 5 millisecond delay would require
1/100th sec. or slower.)
The usual undesirable effect of such a slow shutter speed when hand-held,
camera shake, is negated by stopping down, which reduces the effect of
any ambient light. The guide number of flash bulbs is quite high compared
to your typical hot-shoe strobe, although the duration of the flash is
much longer, relatively speaking.
At 1/100th second, the shutter is open for .010 seconds or 10 milliseconds.
At 1/25th second, the shutter is open for .040 seconds or 40 milliseconds.
