f 22 can give you a great depth of field.  If nothing is moving, 1/25 is
a fine shutter speed.  A sense of overall sharpness is created by an
image with a great depth of field. While f 5.6 might be ideal for a
single flower (using an out of focus background), it is not ideal for
general photography.  Eric is right, f 11 is ideal for general use.
