The manual setting of the Feds is actually fixed at 1/30 of a second. 
You have a choice of f-stops between 2.8 and 16 (or 11 on the Fedboy)
but the setting for time will always be 1/30 of a second.  It is made
for use with a flash or with a tripod under favorable conditions (no
movement, perfect light...), in other words it is not really set up for
manual operation.
