P3D Kodak Question

At a local thrift shop, I can get a Kodak for about $30.  I looked at it,
and it seems kinda worn, but I noticed immidiately that the shutters didn't
fire. Is the Kodak such that it must be loaded in order for the shutters to
click?  Also, I'm certain it will have to go to the doctor's in any case.
Who's the Kodak EMT?  Pardon my ignorance but so far I only shoot Realist,
View Master and strapped Pentaxes.  Thanks for any help and reccomendations.
