P3D digest size

Lately, the digests have been running a bit large (as someone
pointed out to me). Digest 3685 for example ran 22k. I'm not
sure why this is occurring since I'm using the same settings on
the new Calcite as on the old Calcite, which limited digests to
around 15k. Could be a software glitch. However, at the moment I've
cut back the size that a digest will accumulate, and so one should
be sent out whenever it exceeds 500 lines or every 24 hours, 
whichever comes first. 

The line limit is, incidentally, why overquoting (particularly
quoting back entire digests) frowned upon.
