I have heard that about AOL also, although since I don't have anyone
here on it, I can't really test it. Can anyone say for sure (and if it
does MIME conversions, how to turn it off).

A number of mail programs (notably MS Outlook Express) come preconfigured
with MIME turned on for mail messages (a truly stupid move by MS
as far as Internet compatibility is concerned). I'd say at least 80%
of the bounced messages due to MIME content are bounced due to that
alone.
