I don't agree with that statement.  I'm on the west coast and have shot
lots of Kodachrome.  None of it has ever gone to A&I.  It used to go to
Lerner Processing Labs in Minnesota (mounts came back stamped "Minn"),
until Kodak introduced their mini-lab for Kodachrome, now it stays local
in San Francisco (stamped "SF").  This was film submitted to a local
camera shop in "Kodak Premium Processing" envelopes.  It wouldn't
surprise me if some Kodachrome got routed to A&I if you are close enough
to them and it goes through the right handlers.
