Yes it is possible, and has been done quite a while ago by Chris
Bruns. I haven't seen it online for quite awhile, but you can still
check out his web site, to read how he did it! Point your browser to,

He is (or was) on P3D, so maybe he can post some more info, or
you can try emailing him of course.
BTW, my plain 2-D lava lamp webcam is now on the air (for the
next few hours)! Check out,
http://www.generation.net/~jacob/ispy.jpg
It'll take a few minutes for it to warm up. Press your refresh
button on your web browser, to update the image.
It's kinda boring, but it does show how simple the technology
has become. If I can do it, anyone can! I use it sometimes
to monitor my house, while at work.
Maybe one day, I'll point it out at my backyard.
