Yes.  You can go to any member's profile and give that member moderator 
status.  I'd suggest asking them first, though.

You can specify a list of alternate e-mail addresses in your own 
profile.  I'm not sure what you're asking about with sending from other 
addresses.  If you log into the Web site, you can specify whatever address 
you want.  It has no way of checking.  When you send e-mail, I think it 
goes by the "Reply-to:" address in your message.
