The original VM flash gun used flash bulbs, and you
had to set the shutter speed at 1/25  or less to shoot
properly with the flash bulb.  It is an "X-Sync"
shutter meaning it will sync with an electronic flash
at any shutter speed.

You don't adjust it.  You just put the flash on and
take the picture.  
Mine
synchs even at 100 -- though I use 50 when I can.
