I would not interpret this to mean that each offerer would need a license, 
rather that each service (e-bay, amazon, cameradirect, whoever.com) would 
need the licensing.  The established houses will already have it (Sothebys, 
Christies, Brooks, etc).  After all, when I've sold things through 
traditional auction houses, I didn't have to get up there & swing the gavel 
myself (that is how they earn their "premiums" [nice euphemism for commision, 
isn't it?]).
