Actually it isn't. IMO. To give an extreme but I think valid example:
What if one of the large publishing houses decided to copy completely
whatever is #1 on the best seller's list (so long as it isn't their
publication) and to print/publish it at cost (they don't make a cent)
but still give full recognition to the original writer/publisher/etc.
Heck, it's an identical copy, so their names are still on it.  Of
course the other houses (and authors) no longer make a cent themselves,
and probably lose money like crazy because another company is selling their
product at a much lower price, leaving them with unsold inventory as well
as capital/promotional costs left unpaid.  So, is is "not making a penny
and acknowledgment of the source" enough?  Clearly not.  The copying
company would be successfully sued to the point that they'd be going
to work naked!

One can make "fair-use" copies, but that's along the lines of making
a single photocopy at the library for educational purposes.
