I haven't tried to do a statistical analysis, but many of these may be
regular messages (without attachments) from people who have their
browsers configured to send HTML along with the text. It has been
requested that senders disable this feature and send just text, but
some senders may not be aware that their mailers are configured
that way. So it's not just a matter of refraining from sending
attachments, it's also a matter of being aware of the configuration
of your mailer.
