What I mean by this is if I want to provide programming, I can't force
people into purchasing additional equipment in order to see the program.
It does not matter if it is in stereo, the program can still be viewed
without cost. This applies to network programming, over the airwaves we
all own. You can broadcast stereo in any workable format, just as long as
I can still view the program without spending money for devices.

Completely different rules and laws apply. Cable, satellite, etc, are
services you pay for. This is why it is possible to show nekked women on
these paid for services. You can't do this on public accessable network
broadcasted programs.
