You came very close to answering that question yourself. If you have a
motion picture camera that exposes 24 frames in a time period of one second,
then the time it takes to get from the same point on one frame (shutter
position) to the same point on the next will be 1/24th of a second.
Actually, unless the subject is moving, just panning won't do it by itself.
And, if the subject is moving, it does not matter if you are panning or not.
If the subject is not moving, the only way you can produce the Pulfrich
effect is by a lateral dolly move, either linear or in an arc.
With a pan, all frames are imaged from a rotation about, or extremely close
to the film plane. Thus, there is no (or extremely little) parallax
differentiation from one frame to the next.
With a lateral dolly move, the camera at one point is in a position
corresponding to the position of one lens on a stereo camera, and at some
later point is at a position corresponding to the other lens.
The above is a very simplified description.
