Think of it this way: Either Person A or Person B can access the Web
directory.  However, Person A also has the option of buying a printed
copy.  Person B does not.

Yes, this is a problem.  It would probably require permission from
members, and that would create a lot of additional paperwork.
Alternatively, you might consider putting the directory in a "member's
only" part of the Web site.

This is a good reason to keep the directory on the Web: it can be
updated at any time.
