There are several. Go to "snipe" on ebay and check them out.
I find esnipe and isnipit are both good.
People have been sniping on ebay since the beginning. Most do
it manually, some have used computer programs. Ebay usually
tries to do some rewriting of programs to make them ineligible
after a while. However, a new one always shows up that seems
to work -- at least for a while. If you use a computer program
there will be several factors -- do you need to leave your computer
on, how many seconds does it offer you for a "last minute" snipe,
etc. Again, it will be subject to a possible ebay revision
so watch what you spend on it.
