John Billingham has made a nice inexpensive viewer with a pair of
Horizon loupes.  These are probably the Russian ones you mention.
They're not great quality, but they're cheap.

He cut down one edge of each loupe (they have ridges all the way
around the base) so that they could be positioned closer to each
other.  For lighting he used an inexpensive battery operated
florescent tube that he attached to the loupes with some plexiglass
triangles.  He also added some reflectors to make the lighting more
even.
