Every package shipped to Canada (or any other country) from the
USA is required to carry a customs form.  The sender is required
to write his address and the address where the package is going
to, at this form.  For small packages this is the part of the form that 
stays with the post office.   So postal authorities have the return
address in their hands and the increased security story is BS IMO.
