I have no idea what the designer intended this to be.  However, if
you 
are a stereo bug, "slide bar" is the first thing you will think of.  
It is capable of giving a 100 mm. stereo base.  It is a
substantially 
built, smooth operating piece of equipment.  It has no millimeter, or 
any other sort of a scale on it.  I can see how a functional scale
