I would think there would be a couple of problems with using a
housing around a camera intended for use in air. One is the
focussing problem which would be non-existent for objects at
infinity and the other would be the introduction of spherical
aberration. I guess that's why cameras such as the Nikonos are
made: then the designer can address these problems.
I just did some quick figuring and it seems that the apparent
distance to an object which is under water is just the actual
distance divided by the index of refraction of the water, at
least until the object is very very close at which point it
appears even closer than this formula would indicate.
