It seems logical that this might happen. Perhaps develop the neg for some
average illumination and use a specialized printing process in which a
gradient affecting brightness is applied to the image to correct the
balance? Or in the studio, one might arrange for greater illumination for
distant parts of a scene?

On the other hand, a lens system is a method of gathering light. If it's
optimized for the off axis image capture, wouldn't it's light distribution
be centered off axis too? At least to some degree?

If a difference can be corrected after exposure, is that really a problem?
