I wouldn't be suprised if the HP sodium street lamps have a lot of IR
in them.  They're pretty dirty from a spectral point of view.  Your friend
might also look at LP sodium.  I'm not sure if they have much in the 
near IR, but if they do it would pretty much be a single line.

Let us all know how your friend's tests with the street lamp turn out.
