As far as I know bubbles are unlikely to be associated with the type of film
used. If you see the effect with IR film but not regular film I would lookk for
an artifact associated with the camera - this is usually the pressure plate.
However for this to happen the pattern on the negative should resemble the
pattern on the plate. The spots on the neg or print could be light or dark
actually.       
                                                   
If the effect is caused by bubbles it may be associated with the use of too
strong a stop bath, maybe.
