The only thing I can think of is that you're seeing the "halos" around
the heavily-exposed areas as uncleared silver halide.  I believe Kodak
specifically suggests 2-4 minnutes in Kodak Rapid Fixer, so you're
giving it plenty of time.  I generally give it about 4 minutes,
following recommended developing time in D-76, and get base that is
not quite clear.  Comparing it just now to some T-Max processed by
Kodalux, the HIE base is clearer.  The only place where there is any
uncleared halide is where the emulsion was touching the reel on which
it was developed.

If what you're seeing looks as though heavily exposed areas "bled" out
around the frame, that presumably is from the want of an antihalation
backing and is the so-called halo that you can use creatively or curse
at, as you see fit.
