Right - that's what I'm saying - you're comparing my time for D76 1+1
with Kodak's time for D76 stock.  That's the old apples/oranges deal.

I normally don't like giving out my development times because there are
so many variables involved.  I do so only so that some might have a
starting point, but you need to adjust your own development to suit your
own style.

You noted agitation as the only variable not accounted for, but I can
think of numerous other possibilities:
  * the #25 filter is probably of a different brand,
  * the camera's meter is probably not the same as mine,
  * the method of metering is probably different,
etc.  If your negatives are too thin, then you will want to increase
your exposure.  If they lack contrast, you may want to extend your
development.  If you don't wish to believe that I can obtain good
negatives at EI 250 with development for 10 minutes at 68F/20C in D-76
1:1 then I'm not going to throw a fit, but it is the way I do things.  I
you were to purchase a Nikon FM2N, calibrate the meter exactly as mine
is set, use an off-brand #25 filter the same as mine, and meter the way
I do then you'll probably get the same results I've gotten.  Otherwise,
adjust your exposure/development.
