Newly into IR and mailing lists

I'm a bit of a neophyte when it comes to the mailing list concept.  How does 
it work?  Do I post questions which are then sent out to all on the list? 
Or, is the keeper of the list the person who does the fielding?  What about 
the bio etc.?    Just wondering.      Thanks
