Lens flare

Tim Coffer wrote recently concerning Don Roberts' flare problem:

"The center of the frame is somewhat clouded or hazed-over. This is
not very noticable in the negative, but the prints show it. I've printed
these frames successfully with a simple dodging of the middle third of the
frame, so its not an impossible problem to deal with. This roll of HIE
was in my Nikkormat FT-N for at least 6 months and had been close to, if
not beyond, its expiration date...."

This puzzles me, since flare usually contributes unwanted density to a negative which results in 
reduced contrast. I would anticipate that to make a print from such a negative (or portion of a 
negative) would require additional exposure, i.e., burning in.
