Yes, but this has nothing to do with the bulk loader as far as I can see. 
Besides, if you store the cartridges in light tight containers and
load/unload the camera in the dark.  It really doesn't matter if the
snap-on lid is light tight anyway.

I still don't see what the bulk loader gains you.  My point is that the
it is only needed for daylight work.  If you are loading film in the
dark you don't need a light tight gizmo to complicate matters.  It is
already dark, so there is no need to put the film in a light tight box in
this situation.  This is sort of like loading film in a darkroom inside of
a changing bag. 

Why not just cut off a piece of film and wind it onto the cartridge spool? 
This would eliminate the need to deal with the the bulk loader light trap,
and I think would simplify your operation.
