There would only be a possible problem with developers that use carbonate
salts as alkalis. In that case, CO2 gas evolves within the gelatine
emulsion when the developer-saturated film is placed in an acid solution.
Rodinal's alkali is Potassium Hydroxide, or at least was, in the classic
formula.
What they've done since 1986, when they apparently reduced the developer
concentrate's strength by 1/3 to 1/2 is anybody's guess, but Rodinal
cannot contain carbonate as Para-Aminophenol precipitates from carbonate
solutions, and can only be used in dilute developers and not concentrates
for that reason.
