So most likely this allows the developer to penetrate the gelatin more
easilly?  It might also allow the developer to flow around the reel
easier, but the scum buildup should partly compensate for this I would
guess.  An interesting test would be to add the wetting agent directly to
the developer and see how developing time is affected.
