Thick Negatives

Hi,

I'm just curious... is there any way to tell whether having thick negatives
is due to overexposure or incorrect development time?  How would someone
know if they actually have the correct exposure but have been developing
their film wrong?  What do underdeveloped and overdeveloped IR negatives
look like?
