Look at products for environmental studies...  As I worked for the
french survey, we had an aerial termal scanner, and use it to
(nightly) look from an airplane at plants rejecting wastewater
in rivers, or detect springs (non salted water) under the sea.
The resolution was < 0.1 C.

I've also seen such devices (by AGA, a swedish company) some years
ago.  In their adds, there were house picture giving exactly the
look you expect.  But this devices were (and probably still are)
heavy and expensive...  If my memory is correct, this is due to
the fact that the detector must be (very) refrigerated.
Physicaly, heat radiations cannot be "seen" if the
detector temperature is above the temperature of the object,
because the detector act itself as a termal radiation source...
The lens was expensive too (made from a crystal of pure NaCl).
