Can I use a changing bag to load IR film?

Here's a newbie question for the collective you...

Does a typical, off-the-shelf (read: cheap) changing bag block IR radiation
for the 'sensitive' films (HIE & EIR). Does this qualify for "total"
darkness?

I hoping to learn the easy way instead of "reinventing the wheel."
