I'm not sure it's an anti-halation layer that prevents light-pipe
fog effects.  I think it's the slight neutral density of the base that
prevents this.  A film with a base tint would look very dense as you
look down it's length.  An anti-halation layer prevents light that
goes through the film in the normal direction from being reflected at
the back surface.  Just a guess.
