Jackie,

I don't believe there is any one specific product.  What you would need is
a bulb that emits into IR that would mount near your plate.  I seen to
recall hearing about this from a friend who is a State Trooper.  He said
that some people getting out of spped traps with this.  Probaly an
underground market soemwhere for these devices.
