Here I sit scratching my head.  My first guess would be watermarks or drying marks.  I
have had trouble with those even with Photoflo on HIE.  If you dried the film hanging
vertically it's not as likely but coudl happen.  If you dried the film on the reel
perhaps sitting horizontally then I'd say that is a very probable cause.  I have just
checked my last roll of HIE through the 135W and can't find any marks so I don't think it
is stress marks.
