I had this problem too several months ago.  After getting a lot of advice
from the list, I now use Xtol (1:1), mix all solutions using distilled
water, use a water stop bath, use reduced agitation (this also eliminates
the turbulence streaks from the sprocket holes), and precede it all with a
one minute distilled water presoak (same water is used later for the stop
bath).  The frequency of white spots has been greatly reduced.  I do have
to extend development somewhat to compensate for the reduced agitation.
