Ernest,
I, too, use HC110B for development but do no remember having the problem you
describe. I presoak for 1-2 min in regular tap water. While the film is
presoaking I mix the developer straight from the concentrate using distilled
water. I process at 6 min @ 68F. I then use indicator stop bath for 1 min
followed by rapid fix for 5 mins. I agitate the presoak and the film for the
first 15secs of so to get any bubbles out. When the developer is poured in I
then agitate for 5secs and the 5 secs every min. My agitation technique that
has worked for years is to simply tumble the tank in my hands twice while at
the same time rotating the tank horizontally. I've done this process for
years on all of my BW film without agitation problems.
