I recently used Xtol for the first time and it was to develop HIE. Density
was fine, grain a little heavy. Exposed it at 400 and developed for 9.5
minutes at 70 deg. F with a 1:1 Xtol dilution.
If all your HIE negs usually appear paler than other films then I would
suggest changing your rated speed to give yourself a little more exposure.
Not all meters are the same when reading IR.
