Oddly enough, presoaking can either require an increase or decrease in
development time. Phil Davis did extensive testing on this and found that there
is really no rule for this that can cover everything. I spoke at great length
with him about this, as it is counterintuitive to my understanding of film.
However, the tests don't lie.
Also, he found no advantage to presoaking film. OTOH, if it is part of your
normal routine, then it doesn't hurt to do it either.
