It is not.  Over/underexposing film is a function of the film's
chemical ability to absorb light, regardless of whether it's
visible to the human eye or not.  HIE is designed to record IR
light in a chemical process just as daylight film is designed
to record visible light.  If you get too much IR light, the film
records it as overexposed.

I bracket all my IR photos, and I can assure you from the results
that it makes a big difference, probably more so than for visible
light since IR film doesn't seem to have the latitude that
daylight film has.
