Correct, the early EOS and EOS-1 cameras do not use an IRsensor, but even the 
ones that do are safe for IR films.  The only people who would have problems 
are those who want to print the sprockets of the film on their prints.  I 
have done that sometimes (Not with HIE) and the EOS film sensors fog the 
upper sprockets on HIE.  Since the image is formed upside down  then when you 
print, the foggin would be on the bottom sprockets.
