Any modification to an existing sytem is typically an improvisation or an
approximation at best. All your points are well taken but what most people try
to do is make do with what they have ... and most do not have the capability of
building a meter from scratch ... which is what one would have to do to meet
all your concerns.
Ultimately, if you want to make a meter from scratch you will need to know the
spectral quality of the sensor, the spectral emission of the source, the
spectral response of the film, the spectral transmission of the filter, etc.
and in some way add these all up into a working model that ultimately may fail
due to user error when a necessary fact was omitted.
The fact is that the Kodak supplied guidelines for use of High Speed Infrared
film work quite well ... so use a light meter and apply filter factors. The
only time you will be in trouble is when you try to use this process in unusual
lighting conditions (if you can call fluorescent lighting unusual!).
