70mm is just a middle size between 120 and 135.  A lot of reels for
developing tanks can be bought that are "adjustable" and will do 135, 120
and the middle 70mm.  typicaly developing tanks (mine atleast) will do (2)
135 reels, (1) 70mm or (1) 120/220. because of their thicknesses (width of
film).
