It is interesting this subject has come up.  I have in the past few months 
taken a long hard look at how I have been storing negatives and slides.  I
have
used just about everything devised for this and have come to the conclusion
that
I don't like the full page, stick them in a binder plastic negative
holders.  I too
have found scratches and smudges on the negatives from the insertion and
withdrawl
of said negatives from these sleeves.  I suppose if one were very careful
and was 
only removing and inserting the negatives quite infrequently then you could
get 
away with this type of storage but there is something disconcerting about
sliding
a somewhat delicate and irreplaceable negative between two pieces of
plastic that
may or may not have been contaminated with a minute bit of dust or water 
condensation.

There is a company in Rochester NY called Light Impressions 1-800-828-6216
that sells archival photo products.

First off, they do not recommend Glassine for the storage of photographic 
materials.  

Secondly, they sell a product called The NegaGuard System which include a a 
4x5x10 inch storage box, foldlock polypropylene or mylar D negative sleeves 
( for 35mm, 120 each olds a strip of 6 or 4 frames respectively) and negative 
file folders (envelopes) and all are acid free archival type products. A
basic 
kit costs about $35 US and has enough materials to store about 16-17 rolls 
of 36 exposure 35mm.  The storage boxes, foldlock sleeves and negative 
folders are also sold seperately.  

They also have a great deal of other photo related products.  I am not in any
way associated with the company but I have dealt with them a few times and
have
always gotten good service.
