It seems to me that top-quoting is indispensible if you are responding
point-for-point to the previous message. You have a bit of the
previous message quoted, you respond to it, quote a little more,
respond to that, etc. If your comment is more of a general one, which
doesn't have a point-for-point correspondence, then it seems
reasonable to put your new message at the top, and the previous
message at the bottom. That way, if you are a reader who is following
the discussion closely, you don't need to look at the previous
message. If you need a bit of a reminder of what the new message is
in response to, however, you can just refer to it at the bottom. (It
may be appropriate to use it in this "reminder" fashion, also, if you
are responding, for example, to a post from several days or weeks
ago.)
